It is Shanath, in South region. The problem is even if an icon is toggled on, it only shows up when you are near it, so searching for the arena icon on the map doesn’t help. (And a tip for struggling with weapon challenges- most of your kills should be take downs- go for chains and knife throws. Points plus saving ammo for when you need it) 1.

A few of the enemies will be in red, while the others are in teal. One of the teal soldiers is carrying a knife, which is the first enemy carrying a melee weapon, so he might be the first target
Go to the Y icon on your map. Yogi will intro you to the arena. At this point in the game, the only Y I have on my map is a yellow fortress icon. The reason I have limited access to Shanath is because I googled Far Cry 4 arena location and found out it was there.
